Drains and sewers: Outline

A drain carries foul and/or surface water from one property discharging to a sewer. The owner of a property with a private drain, is responsible for the upkeep and repair of the drains, gutters and rain water pipes within the property boundary.
If a drain becomes blocked you can take the following steps to resolve the problem:
- Try to unblock the drain yourself
- Contact your drainage insurance or household insurance provider as they may be able to assist you under the terms of the policy. An excess may apply.
- Contact a private drainage contractor who will be able to attend and resolve the problem for you.
It may sometimes be necessary for the Council to serve notice on the owner of a property to ensure the necessary work is carried out to repair and clear the drain. If not complied with the Council may carry out the works and re-charge the person responsible including administration costs.
It is the responsibility of United Utilities, as the Sewerage Undertaker, to clear and repair all sewers, as well as drains outside the property boundary. United Utilities can be contacted on 08457 462200.
A street gulley is one which takes surface water from the road. Should these become blocked, the Lancashire Highways Partnership has the responsibility for clearing them. They can be contacted on 0845 053 0011.

Please note that Environmental Health are email not responsible for your private drains and but they may be able to offer help and advice. The Council do not offer a drain clearing/repair service.
