Houses in multiple occupation (HMOs): Outline

The Housing Act 2004 introduced the licensing of certain Houses in Multiple Occupation (HMOs). From 6th April 2006, it became compulsory for Councils to licence larger, higher risk HMOs. Council's are also able to licence other types of HMO to tackle problems in these smaller properties.

The Council is responsible for checking Houses in Multiple Occupation (HMOs) to make sure they are in a satisfactory condition, are safe, have satisfactory means of escape from fire, have sufficient bathrooms and kitchens, have adequate space and proper management.
