Children and Young People

Partnership Update:

As a result of a recent review of all partnerships undertaken by Lancashire County Council, there will be some changes to the Children and Young People’s Trust arrangements in the districts going forward.

From October 2014 onwards district Children and Young People’s Trusts  and the three Locality Safeguarding Children Groups will be disestablished. Safeguarding and the wider children and young people’s agenda will come together as 5 new Children’s Partnership Board on wider spatial footprints as follows:

1.       Fylde, Lancaster and Wyre

2.       Burnley and Pendle

3.       Rossendale, Hyndburn and Ribble Valley

4.       Chorley, South Ribble and West Lancashire

What is the Children's Partnership Board?

- A means by which local agencies can come together to ensure effective collaboration in the development and delivery of services to children and their families.

- A sub-group of the county-wide Children and Youn People's Trust

- A means by which local priorities can be influenced by local people

What is the Purpose?

To drive and deliver effective multi agency working that safeguards and promotes the well-being of children and young people and improve outcomes for families.

What Are the Key Functions?

- To set a shared vision for children and young people in the area

- To ensure the delivery of the Children and Young People's Plan and develop local targets and local work plans

- To ensure and enable the effectiveness of prevention and early help arrangements

- To ensure effective and collaborative practice that safeguards children

What Will They Do?

- Identify and agree local priorities and develop locality action plan

- Monitor and review progress

- Share information and learning

- Understand levels of need and resources

- Report progress and risks

- Enable the participation of children and young people

- Promote the development of integrated working

- Enable local influence of county wide priorities

- Respond to direction from the CYPT Trust and challenge from the LSCB

- Embed learning from reviews, inspection activity and audits in local practice

A member champion is expected to;

·         Champion the particular issue for which they are the champion within the Council’s various debating fora to ensure that the Council does not overlook specific interests.

·         Represent the Council on specific bodies, or at specific events concerned with the area for which they are champion (for example, the Children’s Partnership Board, the Youth Council, or participation event within the Borough).

·         Have an understanding and insight into the Council’s policies and practices in the area for which they are the Champion.

·         To act as a “critical friend” to the Council and its officers in matters related to the area for which they are the Champion.

·         Lead the Council’s input in partnership discussions relevant to the area for which they are champion.

·         Bring their knowledge of the subject area to bear on the development and delivery of the Council’s services and policies.
