Online

You can pay your council tax bill online. You will be directed to a third party website for payment. Civica is PCI Level 1 data security standard for assurance. Please note that there is a 1.8% charge for all credit card transactions.  Payments by debit card do not incur a charge.

Please be aware that between 4.55pm and 5.00pm the system undergoes maintenance. It is advised that you do not try to process a payment during this five minute period.

Direct Debit

If you are a new customer you can set up a direct debit at www.rossendale.gov.uk/directdebit  -  A new bill will then be issued which will outline your instalments - you are covered by the direct debit guarantee and have a choice of four payment dates if you elect to pay by this method.

Standing Order/Telephone and Internet Banking

If you wish to pay by standing order or telephone/internet banking you will need to quote the Councils bank account details in addition to your council tax reference number and the amount you wish to pay

Please note there can be a delay until these payments reaches your council tax account therefore please allow 10 days from your payment date and remember instalments are due on the 1st of the month

Cash

You can use your bill at any Poat Office or Pay point outlet.  You should take your bill along with your payment and the cashier will scan the barcode on the front of the bill.

Cheque

Please make your cheques payable to Rossendale Borough Council - and write your council tax reference number on the reverse of your cheque - if you enclose your bill or want a receipt you must enclose a stamped addressed envelope please note post-dated cheques will not be accepted

Debit/Credit Card

There is an automated payment line which is available 24 hours per day 7 days a week to take your payments by most debit or credit card please telephone 01706 217777, choose option 2 and follow the instructions

Customers paying with new Debit Cards beginning 4762 will unfortunately be charged 1.8% as if the card is a credit card.  This is because the banks have issued this range of card numbers ahead of supplying the file which checks the type of card this range belongs to.  The Council has no control over this and is pressing for the update to be as soon as possible.  If you have been charged in error please email receipt details to  exchequer@rossendalebc.gov.uk and a refund of the charge will be made.

If you have received a revised bill & the instalment amount (or method of payment) has changed

  • Firstly check the reason for the bill many amended bills are issued during the course of the year, if & when circumstances of accounts alter.
    • The reason for the bill is shown between the postal & property addresses (for example: benefit, band changed, discount changed, change of payer type i.e.: sign up for/cancellation of direct debit). 

  • If you normally pay by direct debit & it shows payments now due by cash, your direct debit may have been cancelled.
    • If it shows you still pay by direct debit & the amounts have increased, check with your bank as one or more of your instalments may not have been paid
      Remember: a maximum of 10 instalments can only be offered at the start of the financial year - bills issued later in the year may have considerably less instalment
