What Is Planning

Planning is about how we manage the use and development of land and the environment in the public interest. It involves local and regional authorities preparing plans that set out what can be built and where. Planning applications are then determined in accordance with these policies.

Planning allows us to identify what changes we need to make: new homes; open spaces; places to work; shops; education; health and transport facilities etc. Local authorities are responsible for deciding whether a proposed development should go ahead. This might be an extension to a house or a new entertainment and shopping complex.

We seek to ensure that there is the correct balance between the need for new development and conserving what is important about our existing environment.

Planning Applications

The Development Control team considers planning applications submitted to this authority. They provide advice on the need for Planning Approval and Pre Application Advice.

Building Regulations

The Building Control team are responsible for checking submitted drawings, specifications and calculations for compliance with the current Building Regulations. Their section contains information on how to make a Building Regulation application as well as when one is needed.

Regeneration and Economic Development

The Regeneration and Economic Development Team are responsible for maintaining and improving the economic well being of the borough. Their section contains information on potential sites for business, business advice and support and the Market Town Enhancement Scheme as well as support for voluntary groups and community groups

Planning Policy

The Planning Policy team are responsible for writing the Local Development Framework and all associated literature for the Rossendale Borough. The Local Development Framework will supersede the Rossendale District Local Plan which is now time-expired. The Planning Policy website contains information on all aspects of planning policy from national to local level.
