Q: Will a customer/landlord be able to appeal against a council's decision that the landlord should not be able to receive HB on the customer's behalf, i.e. as an "agent"?
Answer:
No. The decision can not be appealed as it is made under regulation 94(3), however, 94(3) is subject to regulations 95-96 and as such any decision made under these regulations can be appealed.
