The Gambling Act 2005 came into force in September 2007. This Act has three licensing objectives, which are:

  • preventing gambling from being a source of crime or disorder, being associated with crime or disorder or being used to support crime,
  • ensuring that gambling is conducted in a fair and open way, and
  • protecting children and other vulnerable persons from being harmed or exploited by gambling.

We are the Licensing Authority under the provisions of the Gambling Act 2005 and are responsible for the administration and enforcement of Premises Licences and Permits under the Act.

The Act authorises the use of premises for any of the following gambling activities:

• Casinos
• Adult Gaming Centre
• Betting Shop
• Tracks (Racing)
• Bingo
• Family Entertainment Centre

And the use of Gaming Machines in conjunction with the following permits:

• Club Gaming Permit
• Club Machine Permit
• Alcohol Licensed Premises Gaming Machine Permit
• Unlicensed Family Entertainment Centre Permit
• Prize Gaming Permit

Under the Gambling Act 2005, we must prepare a written Statement of Principles, and have regard to the guidance issued by the Gambling Commission  This Statement of Principles sets out how we will carry out its licensing functions with a view to promoting the three licensing objectives.

A review of the councils Statement of Principles has been carried out before implementation in January 2019. A Consultation period ran until Friday 2nd November 2018 and any comments received have been noted.
