The emerging Local Plan for the Borough (2019 to 2034)
This webpage provides information on the emerging Local Plan for Rossendale (2019 to 2034) which will replace the Core Strategy once adopted.
The Local Plan will designate land and buildings for future uses to meet the Borough's needs and set out what developments should look like and how they should fit in with their surroundings.
27 April 2021: The Open Space Survey has now closed. The findings will help the Council to better understand the use of open spaces and assist in planning for the future.
1 April 2020: The Council are still welcoming responses to the Open Space Survey and the closing date has now been extended to Friday 24th April.
24 March 2020: The Gypsy and Traveller Transit Site hearing session originally scheduled for 2 April has been postponed. Please visit the Local Plan Examination webpage for the latest news on the Examination In Public.
13 March 2020: Have your say on parks, play and other open spaces in Rossendale. Good quality open spaces are important for a number of reasons including people's health and wellbeing, enjoyment and wildlife promotion. The Council would like to know if you think there is enough of the right sort and quality of open space accessible to you. This will help the Council to better understand the use of open spaces and assist in planning for the future.
11 March 2020: An additional hearing session on the proposed Gypsy and Traveller Transit Site will be held on 2 April 2020 at the Council Offices. The agenda can be viewed in the Examination Library 6 (EL6.006).
25 Februay 2020: The consultations on a proposed alternative Gypsy and Traveller Transit Site to be identified within the Local Plan and on the designation of Bacup and Stacksteads as a Neighbourhood Forum and Neighbourhood Area have now closed.
23 January 2020: The Council is updating the evidence base on sports facilities and open spaces across the Borough and has commissioned Knight Kavanagh & Page (KKP) to carry out this work. This will be made up of three elements; a Playing Pitch Strategy, an Indoor Built Facilities Strategy and an Open Space Study. 14 January 2020: The Council consulted on a proposed alternative Gypsy and Traveller Transit Site to be identified within the Local Plan. The 6 week consultation started on Tuesday 14th January and ended at 5pm on Tuesday 25th February 2020. View the background documents of the consutlation.
In addition, the Council invited comments on the designation of Bacup and Stacksteads Neighbourhood Forum and Neighbourhood Area. December 2019: The Rossendale Local Plan was discussed at the Council meeting of Monday 23rd December, providing an update on the Examination and the requirement to allocate a Gypsy and Traveller Transit Site.
September - October 2019: As part of the Local Plan Examination process, a series of hearings were held in September and October 2019 for 3 weeks. Following the hearings and prior to making a decision on the emerging Local Plan, the Inspectors have requested further infomration. The Council is therefore undertaking further actions as set out in the Schedule of Actions to provide the required information. For more information, please visit the Examination page.
March 2019: In accordance with the Local Planning Regulations, Rossendale Borough Council submitted the Rossendale Local Plan 2019-2034 to the Secretary of State for Housing, Communities and Local Government for examination on 25 March 2019. The Council undertook two rounds of consultations on the emerging Local Plan.
The first consultation was undertaken in summer 2017 on a draft Local Plan and more information is available to view on the "Previous Consultation on the Draft Local Plan (Regulation 18)" page.
The second consultation was undertaken in summer 2018 on the Publication version of the Local Plan. The documents and responses received during this public consultation are available to view on the "Consultation on the Pre-Submission Publication version of the Local Plan (Regulation 19)" page.
