Apply for a new licence
We expect all applicants to familiarise themselves with Council policies and conditions attached to licences.
To drive a Hackney Carriage you must have a licence issued by us.
Please read the Hackney Carriage Driver Guidance Notes for further information and before completing the application form.
Incomplete applications will not be accepted and will be returned to you.
We expect that Hackney Carriages licensed by Rossendale will predominately work in Rossendale and applicants should therefore ensure that they have read and understood the Intended Use Policy.
All new Hackney Carriage drivers are required to complete and pass a Knowledge and Conditions Test as part of the application process. We are only accepting applications for those who have successfully passed this test. You can book this test by telephone or by calling into the Council offices.
A mock test can be found below which gives you an idea of the types of questions asked and how the questions are displayed i.e. multiple choice.
A practical taxi driving test will also be required. We have four approved suppliers and they are:
