Rossendale Borough Council has presented an initial feasibility proposal for the redevelopment of Bacup Market to the Bacup 2040 Board, marking the start of early-stage community consultation on the future of this key town centre asset.
The redevelopment project, which was temporarily paused earlier this year due to statutory planning requirements and increased construction costs, has now been reshaped to better reflect local priorities.
The updated concept now presents a more streamlined and flexible approach. Central to the vision is a high-quality community hub that supports both modern trader needs and the community. The revised design blends the traditional market stalls with an open market square, which will accommodate regular trading, pop-up events, performances, and community gatherings.
A new canopy structure will define the space, offering year-round shelter, while tiered seating and new planting areas will help create a welcoming and vibrant public space.
In addition to the market redevelopment, the plans aim to improve the flow of Union Street, converting it into a one-way access road with widened pavements, accessible parking, and a new cycleway, better connecting the market to the wider town centre. These proposals are subject to further detailed design and consultation with Lancashire County Council.
Councillor Alyson Barnes, Leader of Rossendale Borough Council, said: “Bacup Market is at the heart of the town. We want to make sure it continues to serve not only today’s traders, but the whole community and future generations. These updated proposals are about making long-term improvements that reflect local priorities, and ensures every pound of external funding delivers real value.
“We will continue to build on our designs, and I’m really looking forward to hearing what residents and local businesses have to say.
“The market redevelopment forms part of a much broader vision for Bacup, which includes transforming the former Bingo Hall site, enhancing public spaces, and providing greater support for local businesses. Together, these projects will help strengthen Bacup’s identity as a town proud of its heritage and ready to grow.”
The current plans remain at an early stage and are expected to evolve further. A four-week public consultation on the updated proposals is scheduled to launch over summer.
