
Rossendale Borough Council has reported a reduction in the number of empty shops in Haslingden, highlighting the positive impact of continued investment and enhancements to the town centre
In August 2023, 22 percent of Haslingden’s 125 commercial units were empty. By April 2025, that number had fallen to 12.8 percent.
This transformation has been supported by a wave of new businesses choosing Haslingden as their preferred location, including Smash Burgers and Ninja Coffee, Delisha’s revitalising the former funeral directors site, Junction 58, and Avo Coffee. The town has also welcomed the stylish new venue Tres, along with Pashwai, which has added renewed vibrancy to Lower Deardengate.
Three previously vacant commercial properties have also been successfully repurposed into residential use, contributing to a more sustainable and balanced town centre.
This surge in new businesses has, in turn, led to a noticeable increase in footfall. Data from a counter installed at the top of Radcliffe Fold on Higher Deardengate shows an average of 520 visitors per day since April 2024, demonstrating steady activity and a growing interest in Haslingden town centre.
Councillor Nick Harris, Lead Member for Regeneration at Rossendale Borough Council, welcomed the news, stating: “This is fantastic news and a clear sign that Haslingden’s regeneration is gaining real momentum. A reduction in vacancy rates from 22 percent to 12.8 percent in under two years is a testament to the dedication of local stakeholders and the confidence independent businesses have in the town’s future.
“These figures are more than just statistics, they reflect the broader impact of sustained investment and strategic planning by the Council. We’re committed to building on this progress to ensure Haslingden continues to thrive, attract visitors, and grow as a vibrant, resilient town centre.”
The reduced vacancy rates reflect the success of initiatives such as the revitalisation of the market area and the Big Lamp Project, which are central to the Council’s long-term Haslingden 2040 Vision.
