
Rawtenstall's Southern Gyratory Scheme approved to improve town's infrastructure
Rossendale Borough Council has approved the final designs for the Rawtenstall Southern Gyratory Scheme, a major infrastructure improvement that will deliver safer, smoother, and more efficient journeys through Rawtenstall town centre.
The scheme incorporates a revised road layout including an additional lane filtering directly into the A682 bypass to reduce congestion and journey times. Pedestrian safety and accessibility will also be improved through upgraded crossings, tactile paving, and modernised traffic signal systems. A new reactive traffic system will be introduced to support faster emergency response times from Rawtenstall Fire Station.
Alongside the technical aspect of the upgrades, a new landscaped area will be installed outside Queen’s Bistro to support the local café culture and placemaking ambitions, while improved walkways will link the East Lancashire Railway to the town centre for improved footfall and business support.
The improvements support future-proofing Rawtenstall’s transport network and the increasing number of vehicles on the road to ensure Rawtenstall’s infrastructure can continue to meet demand in years to come. Improving transport connectivity and supporting a thriving, accessible town centre supports the strong reputation Rawtenstall has as a great place to live, work, and visit.
Following the successful completion of the Northern Gyratory works completed in March 2025, the initiative will be delivered in partnership with Lancashire County Council, who will move into the procurement phase of the project in September 2025.
Construction is expected to start February 2026, with completion expected by March 2027.

“Together with projects like redeveloping key retail areas, upgrading public transport, and improving walking and cycling routes, this scheme will help make Rawtenstall an even better place to live, work and visit. It’s about unlocking the town’s full potential, and it’s great to see the plan taking shape."
