Rossendale Borough Council invites experienced market operators to express their interest in taking on the role of managing Rawtenstall Market

Rossendale Borough Council is inviting proposals from experienced, community-focused market operators to take on the role as operator for Rawtenstall Market, with the potential to also manage Bacup and Haslingden Markets in the future.

Established in 1906, Rawtenstall Market is a key part of the town’s retail and cultural heritage. The market returned to Council management in March 2025 and is set to undergo a multi-million-pound refurbishment, due for completion in 2026. This transformation will create a vibrant, inclusive, and modern space for both traders and visitors alike.

The Council is looking for an ambitious operator to lead Rawtenstall Market into its next chapter as a vibrant hub for social and retail activity. The opportunity offers flexibility, with the option to manage Rawtenstall Market on its own or alongside Bacup and Haslingden Markets, each with their own distinct character, heritage, and community focus.

This initiative forms part of the wider regeneration vision for Rawtenstall, being delivered in partnership with the Plan for Neighbourhoods Board, Lancashire County Council, and local stakeholders. The transformation of the market complements broader efforts to rejuvenate the town centre, attract new investment, and create welcoming spaces where people want to live, work, and invest.

Elsewhere in the borough, Haslingden Market has recently reopened with a refreshed trader base and growing footfall, while Bacup Market is preparing for its own transformation. These projects reflect a consistent and joined-up approach to improving Rossendale’s town centres.

The appointed operator will be able to demonstrate a strong track record in running engaging, community-focused markets with a thriving trader base, deliver an exciting events programme, support local businesses, and celebrate Rossendale’s unique character.
