Work to start on Regal cinema in Bacup
Work is set to begin on a major redevelopment in the heart of Bacup, marking a significant step forward in the town’s ongoing regeneration journey. The project, centred on the former Regal Cinema and snooker hall on Burnley Road, forms an important part of the wider transformation already underway across Bacup, a programme designed to strengthen the town centre, support local businesses and create new opportunities for residents.
The redevelopment of the Regal site has been years in the making, with extensive work between the Council and B&E Boys to shape a scheme that delivers real value for the community. The development will bring a range of benefits including space for local start‑ups and SMEs, new job opportunities, and an improved streetscape that enhances Burnley Road and the Memorial Gardens opposite.

The works are set to begin at the start of February with demolition of the former cinema building, with appropriate safety measures in place, including the temporary relocation of the nearby bus stop and controlled site access via Hall Street. This early phase will be followed by required archaeological investigations and gas monitoring before the construction of the new facility begins.
Lead Member for Economic Development Councillor Nick Harris said: “This is an important moment for Bacup. The Regal site has been a long‑standing priority, and seeing work begin signals real and visible progress for the town. Bacup’s regeneration isn’t about one project, it’s about a coordinated effort to create a vibrant, welcoming centre where people want to live, work and spend time. This development plays a key role in that vision, and we’re delighted to be moving forward.”
A spokesperson for B&E Boys added: “As a business founded by Brian and Elaine Boys in Bacup 65 years ago, we’re proud to be delivering a project that will help the town thrive. The benefits of the scheme, from new business space to job creation, reflect our commitment to supporting the community that has supported us for generations.”
This redevelopment is one piece of a much bigger picture. From improvements across Union Street to wider town centre investment and the ambitions set out in the Bacup 2040 Vision, the town is undergoing one of its most significant periods of change in decades. The start of work on the Regal site demonstrates the momentum building locally and the shared determination of the Council, partners and community to secure a positive future for Bacup.
