Rossendale Borough Council has launched new grant funding to support independent businesses in Haslingden town centre following the completion of the Deardengate public realm improvements.
This funding is intended to provide practical support as footfall returns and businesses begin to benefit from the significant investment made in the town centre.
The grants are available to businesses based on Deardengate, Manchester Road and Blackburn Road, and are designed to help traders connect with the improved town centre environment, including the Big Lamp town square and the wider market area.
What funding is available?
Eligible businesses can apply for one of both of the following:
Capital Grants – up to £4,000
For example:
- Shop signage and window display fittings
- Display boards
- Café tables and chairs
- Awnings and outdoor features
Revenue Grants – up to £2,000
For example:
- Marketing and promotional activity
- Additional staffing linked to town centre activity
- Training
- Organising an event
- Pavement licences, redecoration or hanging baskets
The scheme is open to independent businesses and small chains trading in Haslingden town centre. Charities and not‑for‑profit organisations are eligible for capital grants only.
The Deardengate improvements have delivered:
- Wider pavements and improved accessibility
- Safer, smoother surfaces while retaining historic cobbles
- New seating, lighting and public art
- Retained short‑stay parking to support “pop‑in” visits
- A new town square designed for everyday use as well as seasonal activities
This funding aims to help businesses make the most of those improvements by increasing visibility, encouraging footfall and supporting activity across the town centre.
How to apply:
- Deadline: Saturday 30th May 2026
- Businesses can apply for capital and/or revenue funding (subject to eligibility)
