A man has been ordered to pay more than £3,000 after being found guilty of dumping waste in Haslingden, following action taken by Rossendale Borough Council.
A man has been fined more than £3,000 after being found guilty of fly-tipping in Rossendale, following a prosecution brought by Rossendale Borough Council.
On Wednesday 29th April 2026, Craig Ginnever, 39, of Middleton Road, Royton, Oldham, appeared at Burnley Magistrates Court charged with fly-tipping. He pleaded not-guilty but was found guilty after trial and ordered to pay £3,089.50 in fines and costs.
The case relates to an incident on Monday 24th March 2025, when a Rossendale Borough Council Public Protection Enforcement Officer was travelling along Grane Road, Haslingden. At around 7:45am, the officer saw a large white Fiat Ducato van parked in a lay-by near Calf Hey Reservoir and Clough Head Café. A man was observed removing pieces of wood from the vehicle and throwing them onto the grass verge.
When the officer returned to the location, the van had left but the dumped waste remained. Photographs were taken and enquiries identified the registered keeper of the vehicle as Ginnever.
Cllr Adrian Lythgoe, Lead Member for Environmental and Corporate Services, said: “This case shows exactly why we take a firm approach to environmental crime. Fly-tipping harms our countryside and has a real impact on our communities. I’m pleased to see the court recognise the seriousness of the offence, this is one of the highest fines we’ve seen for a case of this kind in Rossendale. I want to thank our enforcement team for the diligence and commitment in bringing offenders to justice.”
