Rossendale Borough Council has taken enforcement action after a resident of New Line, Bacup, reported two men placing several bags of waste into a private skip late on Sunday 19th April 2026.
At around 8:50pm, the householder was alerted by his doorbell camera, and on checking outside, found two males putting bin bags into a skip he had hired for DIY waste. He confronted the pair, took photographs of them and their vehicle, and the individuals removed the bags from the skip and returned to their car.
After the resident shared the incident on social media, Enforcement Officers from the Public Protection Unit at Rossendale Borough Council began an investigation. The registered keeper of the vehicle, from Rochdale, was identified and spoken to. Following this, a 36-year-old man from Hoyle Street, Bacup was interviewed under caution.
He admitted transporting the bags in his car while looking for somewhere to dispose of them, and placing them into the skip when he saw it on the roadside. He also confirmed that he removed them when challenged by the householder.
The man was issued with a £1,000 Fixed Penalty Notice for the offence, reduced to £400 if paid within 14 days. The penalty has now been paid.
