The Government has announced its minded to decision on Local Government Reorganisation (LGR) in Lancashire, subject to Parliamentary approval.
Government outlines plans for new councils in Lancashire
Under the proposal, four new unitary authorities will be created to replace the existing 15 councils, including Rossendale Borough Council. The decision will only become legally confirmed once the Structural Change Order is made. This announcement marks the beginning of the next phase of work as planning progresses towards establishing the new councils.now, it remains business as usual.

Chief Executive, Rob Huntington, said: “For Rossendale, today’s announcement marks a significant moment. While this is not the option we supported, we fully respect the Government’s decision and will work positively with partners across Lancashire to make sure our borough’s voice is heard throughout the transition.”

Our priority remains the same, to continue providing reliable, high-quality services while we work with the wider county to plan for the next stage.”

LGR focuses on how councils are organised behind the scenes, not on how people use services day to day. In the future, the new unitary councils will bring services together under a single organisation, creating a simpler and more joined‑up system for residents.
This is a phased, long‑term process. New councils are expected to be established in 2028, allowing time for careful planning and a smooth, well‑managed transition.
