Work is underway at Marl Pits Leisure Centre to make the building more energy efficient and reduce its carbon footprint.
Rossendale Borough Council is investing in new low-carbon heating, improved ventilation, smarter building controls and energy-efficient LED lighting, alongside upgrades to the centre’s electrical systems. Together, these improvements will help reduce the centre’s reliance on fossil fuels and support the Council’s climate ambitions.
The project is expected to be completed in early 2027. Throughout the work, we’re working closely with the project team and Rossendale Leisure Trust to keep disruption to visitors and nearby residents to a minimum.

How will the works affect me when using Marl Pits Leisure Centre?
The Council and Rossendale Leisure Trust are working closely with the contractor to minimise disruption. Some temporary changes to access, parking or use of areas around the site may be necessary as the works progress. Where possible, advance notice will be provided of any significant changes affecting centre users.
Will the leisure centre or any facilities need to close?
The project is being managed to minimise disruption to normal operations. If any temporary closures or changes to facilities are required to allow works to be carried out safely, these will be communicated to users in advance wherever possible.
Will parking be affected?
There may be temporary impacts on some parking areas while construction activities, deliveries and site operations are taking place. The project team will seek to keep disruption to parking and site access to a minimum.
What is being done to minimise disruption to nearby residents and centre users?
Measures are in place to manage site access, deliveries, working arrangements, dust and debris during construction. The contractor is also required to work within the agreed site and planning requirements.
What is the new electrical infrastructure for?
The electrical infrastructure, including the new substation, forms part of the current Marl Pits decarbonisation project and is required to support the new low-carbon systems being installed at the leisure centre. The design has been developed in accordance with Distribution Network Operator requirements.
Will landscaping or screening form part of the project?
Landscaping and screening opportunities are being considered as part of the project to help reduce the visual impact of the new infrastructure where appropriate.
When will the works be completed?
The programme will continue to be reviewed as construction progresses, with the project currently anticipated to be completed by March 2027.
