Rossendale Crisis and Resilience Fund
Rossendale Borough Council may be able to help eligible households through the Crisis Payments strand of the Crisis and Resilience Fund (CRF).
The Crisis and Resilience Fund is intended to support people on a low income who are facing financial hardship. Crisis Payments are there to help with urgent short term need and are not an alternative source of regular income.
The fund also aims to help reduce repeat crisis by linking residents to wider support where appropriate and helping to improve financial resilience.
Please note that we do not provide replacements of the Free School Meals holiday vouchers. Lancashire County Council previously funded these and they are no longer funding them.
Crisis Payments are only available where there is an immediate crisis.
We are looking at help with access to food during the summer holidays. Please come back to our website in mid-June for further updates on this.
Who can apply
You may be able to apply if you:
- Live in Rossendale
- Are on a low income or facing financial hardship
- Are experiencing an urgent crisis or immediate need
- Need short term support to help with essential costs
A crisis is a situation where immediate action is needed to prevent or deal with serious hardship. This may include going without essentials such as food, shelter, heating, water, energy, furniture or appliances. A financial shock can also leave a household in crisis, for example an unexpected bill, a broken household item or a sudden short term loss of income.
Examples of situations where support may be considered include:
- A sudden loss of income or a short term gap in regular income
- Difficulty affording food, heating, water or other essentials
- An unexpected bill or financial shock
- Utility or fuel shortages
- A housing related emergency (not related to Discretionary Housing Payments - these have been replaced by CRF Housing Payments. For these, please visit the following link: Crisis and Resilience Housing Payment)
- Domestic abuse or leaving an abusive relationship
- Family or household breakdown
- A serious incident such as a flood, fire, gas explosion or chemical leak
- An accident, health emergency or mental health crisis leading to urgent extra costs
- Another urgent situation that is putting your household at risk
What Crisis Payments may help with
Depending on your circumstances, support may be considered for essential needs such as:
- Food
- Water
- Energy or fuel
- Clothing or hygiene products
- Essential household items
- Housing related costs
- Essential transport
- Phone or internet access where needed
Support is considered on the basis of your individual circumstances, the nature of the crisis, the evidence of need and the funding available. There is no guarantee that a specific item or form of support will be provided.
Before you apply
You will need to complete an application form and upload evidence to support your application.
We are asking for:
- Your previous 2 months’ bank statements for all bank accounts showing your name, address, postcode and transactions
- If you receive a means tested benefit, your most recent benefit statement showing your entitlement, calculations and any deductions
- Any other information that may be relevant to your application, such as bills, quotes or invoices

How do I provide a Universal Credit Statement?
If you receive part of your income from Universal Credit, we will need to see evidence of this. If you’re unsure on how to get a statement for this, please follow the steps below:
- Log in to your Universal Credit account
- Go to the Payments page.
- Click on the latest statement.
- The statement will appear on your screen.
- You can then select the option to ‘Print to PDF’ or ‘Save as PDF’

Once we receive your application, we will review the information provided and assess your application within 10 working days. We may contact you if we need further information or evidence before making a decision.
