Making a search application
What is included in a Search?
Normally, an application for an official search is done by submitting form LLC1. The Council will search the register and disclose any entries on schedules. The register is updated daily. Usually the search is accompanied by a questionnaire, enquiries of local authorities (Known as form CON29).
A STATUTORY REQUIREMENT IS PLACED ON ALL LOCAL AUTHORITIES WITHIN ENGLAND AND WALES TO GENERATE, MAINTAIN AND REGULARLY UPDATE A LOCAL LAND CHARGES REGISTER AND TO PROVIDE LOCAL SEARCHES.
The CON29 form is a contractual document, containing an agreed list of standard enquiries of the Local Authority in Part 1. Optional enquiries can be asked if they are considered to be relevant and are in Part 2.
The Local Land Charges Register and Form CON29
The Local Land Charges Register consists of twelve parts, all of which are checked to produce a search result. In addition, local authorities may have resolved to serve notice or to take other action which has not yet reached the Local Land Charges Register but which will affect future occupiers. The CON29 form is used to find out about items that do not yet appear on the register, or which may not be registrable. Examples of these are: road or traffic schemes, proposed enforcement action and planning statements. Other than information held in statutory registers, the information given by the local authority in reply to the CON29 form is not obtainable from any other source.

The national land information service (NLIS)
Information on NLIS
NLIS is a government initiative aimed at delivering services electronically, the ultimate aim being to speed up the conveyancing process.
The service connects law firms, conveyancers and data providers such as HM Land Registry and local authority Local Land Charges Registries.
At Rossendale we connected to NLIS at level 2 in January 2004.
In May 2007 we progressed to level 3, enabling us to provide a fully electronic service.
Nationally, we would encourage the users of our service to become NLIS users.

How to submit a search via the NLIS hub
To submit applications and fees electronically via the hub would save at least one day of waiting time.
- Submit the correct fee
- Provide copies of an accurate, up to date location plan with the property boundary clearly indicated
- Ensure that the property is within Rossendale
