The role
We are seeking a dynamic and proactive leader to oversee the daily operations of our Public Protection Team within the Public Protection Unit (PPU). In this pivotal role, you will manage and support a team dedicated to safeguarding our community, ensuring that performance targets are met and high standards are maintained.
Qualifications
At least a minimum requirement of NVQ Level 2 in Maths & English
Educated to GCSE standard ‘C’ or above (or equivalent)
Duties and responsibilities
- Provide day-to-day oversight, motivation, and support to the PPU team, fostering a culture of excellence, accountability, and continuous improvement.
- In collaboration with the Public Protection Manager, set clear team and individual performance targets. Conduct regular performance reviews and implement development plans to achieve and surpass service goals.
- Engage in effective working with internal and external partner agencies, councils and services as appropriate to secure the Council’s strategic priorities as relevant to the service area.
- Stay informed about legislative changes, case law, government guidance, and best practices pertinent to public protection. Provide timely advice to the council and the public, integrating national developments into local policies and procedures.
- Develop, consult, review and implement strategy, policies, systems and procedures in relation to the public protection function
- Coordinate support and advice provided by the team to internal and external stakeholders to ensure compliance and understanding with relevant licensing legislation, guidance, policies and codes of practice.
- Responsible for the development and motivation of staff to encourage a positive can-do culture, responsive to our customer needs and putting the customer at the centre of our services
- Ensure that services are delivered in a professional, efficient, and effective manner, contributing to the achievement of the council’s strategic objectives.
- In the absence of the PPU manager, attend relevant meetings both internally and externally to represent the council
- Recognize that responsibilities may evolve over time. Engage in open discussions with the Public Protection Manager to adapt to changing service requirements and priorities.
Person Specification
- Proven experience in one or more areas such as licensing, environmental crime, or local authority regulatory services, with a solid understanding of relevant legislation and enforcement practices.
- Substantive experience of working in a customer focused role and local authority regulatory functions
- Track record of leading, motivating, and developing diverse teams, including administrative and enforcement personnel, fostering a positive and productive work environment.
- Knowledge of local authority regulatory services
- Excellent written and verbal communication skills and experience in report writing for a diverse audience including elected members
- Excellent IT skills with a good working knowledge of Microsoft Office.
- Commitment to delivering high levels of customer care, placing the customer at the centre of service delivery.
- Ability to proactively manage and prioritize workload with minimal supervision, ensuring deadlines and service objectives are consistently met.
- Strong team player with the capability to work collaboratively with colleagues, senior officers, elected members, and external partners to achieve common goals.
- Capacity to perform effectively under pressure, managing tight deadlines and conflicting priorities.
- Ability to work collaboratively with Senior Officers, Elected Members, Managers, staff, colleagues and partners.
- Ability and willingness to embody and promote the council’s values and behaviours
- Full current driving licence and access to a vehicle for work purposes
