Support for Energy Prices – the Council Tax Rebate

From 15th June letters were issued to non-direct debit payers to enable you to claim the £150 payment. The payment letters can be cashed at the Post Office. Details of proof of identity requirements are included in the letter. You must present the letter at the Post Office in order to claim the payment. The Post Office will not be able to make the payment without it. 

There are a small number of cases where letters have not yet been issued. This was because the accounts required additional verification checks. A second batch of letters will be issued early in July to include those cases. 

The letters can be used to claim the rebate up to 31st July. If you do not claim before that date, alternative payment arrangements will be considered at that time.

Payments runs for Direct Debit payers in bands A-D were made from 3rd May - 8th June. For Direct Debit payers, the £150 payments has been credited directly to your bank account.

What is the Council Tax Energy Rebate?

The Government has announced a package of support to help households with rising energy bills. You will receive £150 to help with energy costs if the property where you live is in council tax bands A-D and you were living there on 1st April 2022.

Please note that this is a basic summary of the scheme and in all cases Rossendale Council will apply the rebate as set out in the detailed Government guidance.

When will I get the money?

1.         Band A-D direct debit payers:

Payments have been made from 3rd May to 8th June. Please check your bank account.

In order to prevent duplication of payments, no further credits will be made to bank accounts at this time. In a very small number of direct debit cases it has not been possible to credit bank accounts. In these cases, payments letters will be issued as per point 2 below:     

 

2.         Band A-D non Direct Debit payers:

Letters were issued 15th June to non-direct debit payers to enable you to claim the £150 payment. A second batch of letters will be sent in early July to include any missing cases. The payment letters can be cashed at the post office. Details of proof of identity requirements are included in the letter. You must present the letter at the Post Office in Order to claim the payment. The Post Office will not be able to make the payment without it. 

 

3.         The letters can be used to claim the £150 energy payment up to 31st July. If you do not claim the payment for any reason before that date, alternative payment arrangements will be considered from August.

4.         Discretionary Scheme

A separate discretionary scheme will be available for people on low incomes or in vulnerable groups. This may include customers who do not automatically qualify under the main scheme rules.

We do not have any further information on this scheme yet. Government guidance is that discretionary payments will be made before 30th November.

Do I qualify?

You qualify for a payment if:

  • Your property is in council tax band A-D
  • It was your main address at 1st April 2022

 

If you were living in a different local authority area on 1st April 2022, you should claim the energy rebate from the local authority where you were living at that time. If you move out of the Rossendale area after 1st April 2022, you should claim the rebate from Rossendale Council.

What if I am exempt from Council Tax or pay at a reduced rate?

The rebate is based on occupied properties at 1st April 2022. It does not matter how much you council tax you pay.

If you received 100% council tax rebate because you are a pensioner on low income you are entitled to the rebate.   

If you are fully exempt from council tax in one of the following exemptions classes you are entitled to the rebate.

Class N - all occupiers are students

Class S - all occupiers are under 18

Class U - all occupiers are severely mentally impaired 

Class W - occupied annexe; commonly known as ‘granny flats’

 

How do I apply?

You do not need to apply if you are in Council Tax bands A-D. We are working through payments and contacting customers directly.

Can I have the money instead of it coming off my council tax?

The qualification criteria are based on Council Tax records, but this is not a Council Tax discount. We are aiming to send payments to as many customers as possible. We have now issued direct payments, or payment letters to 27,500 customers 

If we do not hold bank details for you, and you are not able to use a post office letters to collect the rebate, we are considering other options. One of these is for the payment to be credited to your Council Tax account, but that would only be as a last resort where it has not been possible to pay you directly.

Direct payments to bank accounts have been completed.

Letters for collection at local post offices have been issued and will be valid until 31st July. 

From 31st July, further payment options will be considered for those customers who have not been able to receive payments either direct to bank accounts or by collection from the post office.

All qualifying customer will be paid before the closing date of the scheme, 30th September.       

If you were resident at 1st April 2022, but are in council tax bands E-H you may be entitled to claim under the discretionary scheme. The Councils discretionary scheme is still being developed. Further details will be posted here.
