Local Plan Examination
The Council submitted the Rossendale Local Plan 2019 to 2034 to the Planning Inspectorate on Monday 25 March 2019.
This page should be viewed alongside the Submission Documents webpage from which the original submission library may be accessed. The submission library also contains a full set of representations submitted at the Local Plan Publication stage.
The Inspectors concluded the Examination in November 2021 and issued a report with their findings which may be viewed here. This was presented to Council on 15 December 2021 with a proposal that the Plan with suggested Modifications is adopted and which will then guide future planning decisions.
Alongside the Inspectors' Report, including Appendix 1 (the Schedule of Main Modifications) and the Inspectors' Further Letter, a document, Matters of Clarification (10 December 2021), was also presented to Council.

Two inspectors were appointed to undertake an independent examination into the soundness of the Plan and subsequently issued a report with their conclusions: Luke Fleming BSc (Hons) MRTPI and Katie Child BSc (Hons) MA MRTPI.
The Programme Officer
All correspondence to or from the Inspector was via an independent Programme Officer and Tony Blackburn fulfilled this role. Now that the Inspectors' report has been issued his duties are at an end and any further enquiries concering the Local Plan should be directed to the Forward Planning team, via email@example.com.
The Inspectors held a series of hearings as part of the Examination process and these concluded on 10 October 2019. The general content of these may be found in the daily agendas below.
