Support for Energy Prices – the Council Tax Rebate


The main Council Tax energy rebate scheme has been extended to 30th November, from 30th September.

In Rossendale, all qualifying customers were paid in time for the initial September deadline.

The only exceptions are very small number of cases where customer has registered for council tax after the initial deadline date.  These cases will be paid before 30th Noevember.

There is also a discretionary payment scheme which runs until 30th November. Details of the scheme can be found at Agendas, reports and minutes | Rossendale Borough Council .

Payments under the discretionary scheme have been made to

  • Customers in Bands A-D in receipt of Council Tax Support received a top-up payment of £24.00, in addition to the £150 already received. Payments were credited directly to council tax accounts on 16th September.
  • Customers in Bands E-H in receipt of Council Tax Support have been paid £150.00. Some payments were credited directly to Council Tax accounts and some customers contacted by letter, depending on the information available to us at the time of payment.

There is a very small amount of discretionary funding left. We are currently considering claims from customers who are suffering exceptional hardship and who did not qualify under the main scheme or the main discretionary criteria.  Rossendale Council has a fixed budget for the scheme, and no further payments will be made once the fund is spent. 


What is the Council Tax Energy Rebate?

The Government announced a package of support to help households with rising energy bills. Payments of £150 were made where the property where is in council tax bands A-D and was occupied as a main residence on 1st April 2022.

Please note that this is a basic summary of the scheme and in all cases Rossendale Council has applied the rebate as set out in the detailed Government guidance.

How was the money paid?

1.         Band A-D direct debit payers:

Payments were made from 3rd May to 8th June. Please check your bank account.

2.         Band A-D non Direct Debit payers:

Letters were issued 15th – 30th June to non-direct debit payers. Letters could be cashed at the post office. This part of the scheme has now ended. If you have a letter issued in June, it can no longer be cashed and you will be included in the final wave of payments.

3.         Band A-D customer not been paid by the first two methods.

Council tax account were credited with the £150 on 22nd September.

4.         Discretionary Scheme

Customers in Bands E-H in receipt of Council Tax Support received £150.00. This was paid either through BACS or directly added to council tax accounts in September. 

Customers in Bands A-D in receipt of Council Tax Support were paid a top-up, in addition to the £150 already received, of £24.00. It was credited council tax accounts on 16th September.

Now that the payments have been made, it will still be possible to receive the money directly, but you will have to claim a refund from your council tax account.

If your energy payment has been paid directly into your council tax account it is still possible to claim the money as a refund. The form can be found at Apply for a refund | Rossendale Borough Council .

All qualifying customers were paid before the initial closing date of the scheme, 30th September. If you are the liable person for council tax, but have not yet told us, you should do so immediately.
