New Local Plan Making System

Local Plans are an important part of the planning system.  They set out where new homes, jobs, infrastructure and community facilities should be located, and where other land uses need to be protected or provided, including open space.  They offer clarity for residents, businesses and developers.

The new Local Plan will set out a vision and spatial development strategy for Rossendale, focusing on site allocations and spatial policies that reflect Rossendale’s key characteristics.  More general planning policies will be set out in national policies that are contained in the Government’s National Planning Policy Framework (NPPF).

Why do we need to update the Local Plan?

The current Local Plan was adopted in December 2021, and will be five years old in 2026. The Government requires all Councils to keep their local plans up-to-date.  Legislation has been issued to ensure new plans will be produced within 30 months, be shorter and clearer, and be more digital in their format.

Updating the Local Plan will help us plan for the higher housing requirement that has been introduced to meet housing needs and ensure access to open space and other key community infrastructure, including schools.  It will help us to respond to climate change, protect the natural environment, improve biodiversity, and ensure developments are well designed.
