Rossendale Borough Council gives notice, on 11 May 2026 and in accordance with Regulation 19 of the Town and Country Planning (Local Planning) (England) Regulations 2026, that it is preparing a new Local Plan.
The new plan shall be referred to as the Rossendale Local Plan.
It will cover the administrative boundary of Rossendale (ONS reference E07000125).
The Local Plan timetable has also been published alongside this Notice of Intention to commence the Local Plan and shows when stakeholders can be involved in the preparation of the plan.
It can be viewed at www.rossendale.gov.uk/local-plan/new-rossendale-local-plan/3. It is also available to view at the Council's Customer Service Hub, Futures Park, Bacup, OL13 0BB and at all public libraries in Rossendale during normal opening hours.
We expect to start the 30-month plan preparation process with the publication of Gateway 1 on 15 October 2026.
The Rossendale Local Plan will not address matters in relation to minerals and waste, which remain the joint responsibility of Lancashire County Council, Blackpool Council and Blackburn with Darwen Borough Council.
