Before submitting an application for planning permission, you should familiarise yourself with the Local Planning Authority’s Core Strategy and Supplementary Planning Documents, available here.
 

1. Pre Application Advice

The Local Planning Authority provides a pre-application advice service which is specifically designed to get a Planning Officer’s professional view on the prospect of obtaining planning permission. Comments made at pre-application stage are for general guidance only and are made without prejudice to the determination of any future planning application.

Please Note: Upon receipt of your enquiry it will be passed to the Principal Planning Officer. The Officer will contact you via email to inform you of the fee that is required, and any other documents/plans in order to process your enquiry.

2. Speak to a Planning Officer

A Duty Planning Officer can give general planning advice and is available:

You can visit the Council Offices at the One Stop Shop, Futures Park, Newchurch Road, Bacup, OL13 0BB.

Please note, the Duty Planning Officer can not give advice about the acceptability of a proposal as in such cases the Council’s Pre-application Service should be utilised.

3. Planning History Search

The Planning Department can undertake a planning history search relating to a property or piece of land.  If you would like to use this service please put your request in writing to planning@rossendalebc.gov.uk and supply a full address or a location plan marking the boundary of the land in red.  The search will provide you with a list of planning application reference numbers, a summary of the proposal, and a summary of the decision.  This service incurs a fee of £72 (including VAT).  Payment can be made:

  • over the phone (01706 217777 option 4) by debit or credit card; or
  • by cheque - Payable to Rossendale Borough Council – please quote ‘Planning History Search’ on back of cheque; or
  • Via on-line banking:

4. Permitted Development Rights Check

If you want to establish whether a property has the benefit of permitted development rights, or are concerned that they may have been withdrawn either when planning permission was granted for the property, or as part of a subsequent planning permission, the Planning Department can undertake this search for you.  If you would like to use this service please put your request in writing to planning@rossendalebc.gov.uk and supply a full address or a location plan marking the boundary of the land in red.  The search will provide you with a written response.  This service incurs a fee of £72 (including VAT).  Payment can be made:

  • over the phone (01706 217777 option 4) by debit or credit card; or
  • by cheque - Payable to Rossendale Borough Council – please quote ‘Planning PD Rights Check’ on back of cheque; or
  • Via on-line banking:
